Barring the use of some type of kryptonite, Supergirl would win hands down. Her superpowers pretty much trump any bat gadget or martial arts skill Batgirl could bring to bear. This is especially true if Supergirl possesses the same mind numbingly extreme powers that have been attributed to Superman.
